Background of the Study
Economic empowerment programs are essential for fostering sustainable development, particularly in rural areas like Toro Local Government Area (LGA) of Bauchi State. These programs aim to enhance livelihoods by providing skills training, financial support, and entrepreneurship opportunities. However, their success often depends on effective advertising, which ensures that target populations are informed and motivated to participate.
Advertising, through diverse media platforms, can promote the benefits of empowerment programs, highlight success stories, and encourage community engagement. According to Abubakar and Ibrahim (2024), advertisements tailored to the socio-cultural dynamics of rural communities significantly improve participation and program impact. This study explores the role of advertising in promoting economic empowerment programs in Toro LGA, emphasizing its influence on awareness and enrollment.

1.2 Statement of the Problem
Despite the availability of economic empowerment programs in Toro LGA, participation levels remain below expectations. A lack of awareness and skepticism about program benefits are key challenges. Existing advertising efforts often fail to resonate with the community due to generic messaging and limited reach.
Bello and Yusuf (2023) argue that advertising strategies that incorporate local languages and relatable narratives are more effective in rural contexts. This study examines the role of advertising in addressing these issues and enhancing the success of economic empowerment programs in Toro LGA.
